psilitsky, I played with the handlebar position when I first bought my bike, just to see what I liked. I guess it's down to personal preference, I settled for somewhere in the middle. Don't forget you'll need to loosen and move the mirrors/levers to suit as well.
I put mine forward a bit (1-2 centimetres) to get a more "attacky" riding position. In addition to that I also positioned the right side break lever a bit lower, the one on the left cannot be positioned differently because of a screw running through the handlebar. Together with the sports seat the bike feels more agile now.
